Do I observe a storm window on the stained glass transom on the second floor Union Street side of the octagonal tower? With diffidence I suggest to the maestro of old tech research that it ought to be vented if it’s not:

That is, indeed, a storm window. The stained-glass panel behind is SO fragile that I am afraid it will crumble in the next high wind.
The storm window will protect the panel in the short term. The storm is not remotely weather-tight at its edges!
